Highland Park is a historic neighborhood, and the majority of properties within it are subject to Design Review with the City. Design Review is required for all new construction, renovation, repair, and remodel projects affecting the exterior of any structures in the Highland Park Historic Districts. Any work to be performed (other than simply replacing shingles or painting something that is already painted) should be permitted via the City and is subject to design review.
Local Historic Advisory Committee (Highland Park’s Design Review) presentation and approval is required before presenting to the city’s Design Review Committee.
DO NOT purchase materials prior to review. Work completed without Design Review approval is subject to removal, regardless of the cost. This includes window and door replacement, repairing or replacing rotten wood, etc. Residents frequently pre-order inappropriate replacement windows or improperly rebuild eaves as part of a re-roofing project without proper Design Review. Environmental Code Enforcement:

Garbage pickup:
Mondays for all of Highland Park. All trash should be bagged. Please do not drop loose trash into people’s trashcans.
No pickup on holidays. Please do not put out your cans before or on holidays. If Monday is a holiday, garbage collection will be the next day – Tuesday.
The city provided 1 large trashcan to all residences in late 2023. If you need a new one/replacement, you must purchase it. Visit Uniform Garbage Carts « The Official Website for the City of Birmingham, Alabama (birminghamal.gov) for details.
Large Trash and Brush Pickups:
The city comes twice a month to collect large items (such as mattresses, furniture, appliances) and yard debris (bagged leaves, yard clippings, etc. and limbs shorter than the truck cut by residents) with the giant claw truck. Larger limbs/branches and furniture items can be piled neatly. Leaves and smaller brush and trash MUST BE BAGGED. We need your help to maintain our storm drain systems (and prevent flooding). DO NOT blow or rake leaves or yard debris into the streets or gutters. PLEASE, BAG YOUR LEAVES! (Or ask your yard service to do it!)
DO NOT INCLUDE TREES CUT BY PRIVATE COMPANIES OR CONSTRUCTION DEBRIS.
Avoid placing piles directly under power lines or low hanging trees. If space allows, make separate piles: trash/furniture/mattresses/appliances/etc. in one and another pile for plant materials (leaves, limbs, brush) to be mulched by the city. They use two different trucks, and making separate piles helps them stay efficient.

Recycling Curbside Pickups:
City pickups are every other MONDAY of each month for Highland Park. If Monday falls on a holiday, pick up is the following day – Tuesday. View the Recycling Schedule here.
The city does not currently require a city issued bin for recycling and often does not have any to give out. To opt in for the new large recycling carts, click here. For now, the city will continue to collect recycling even if you do not have the new cart (use a plastic bin, paper bags, or cardboard boxes, but NO PLASTIC BAGS). You can put loose items in the container, and you do not need to separate materials.
They will continue to use separate trucks to collect garbage and recycling.
!! IMPORTANT!! WHAT CAN BE RECYCLED:
– Paper, cardboard, newspaper, magazines, and broken down cardboard boxes (if using a box for your “bin” you do not need to break it down)
– Aluminum, steel, or tin cans
– #1 and #2 Plastics only.
DO NOT INCLUDE THESE: trash, phone books, styrofoam, glass, plastic packing materials/wrappers or plastic bags or anything with food residue. (Rinse all items and discard greasy parts of pizza boxes (for example.)
When in doubt, throw it out!

Mosquito Spraying Opt Out:
The City of Birmingham performs the mosquito truck spraying routine in late spring and summer months. If you would like to opt out and have your address NOT sprayed, call 205-254-6413.
